自7月生效以来，欧盟已经颁发了超过4.2亿份欧盟数字COVID证书。8月向欧盟国家居民发放了3.5亿份证书，9月前半个月登记了7 000多万份证书。
欧盟成员国向接种疫苗的人、在过去180天内从冠状病毒中恢复过来的人以及COVID-19检测呈阴性的人颁发旅行健康证书。迄今为止，共有42个国家和27个欧盟成员国参加了欧盟的数字COVID证书系统，申请了欧洲文件作为国际标准。
除欧盟的27个成员国外，还有15个第三国与欧盟系统建立了联系，以颁发COVID-19证书：阿尔巴尼亚、安道尔、冰岛、以色列、列支敦士登、摩纳哥、摩洛哥、北马其顿、挪威、巴拿马、圣马力诺、瑞士、土耳其、乌克兰、梵蒂冈城和丹麦王国自治群岛法罗群岛。
欧盟COVID-19数字证书作为一种工具，它可以帮助其持有者不受限制或最低限度地在欧盟成员国之间旅行，通过该共同平台携带经认证的健康信息。
成员国有义务接受所有接种欧洲药品管理局（EMA）批准的疫苗的人员的证书，辉瑞、 现代、强生和阿斯利康——除其他外，欧洲当局还建议接受发给在其他国家疫苗的旅行者签发的文件。（如斯普特尼克、中国国家药监局已批准国药集团和中国科兴中维生物技术有限公司）。
